Building the Moon Base
A lunar presence begins with infrastructure, not a finished base. This panel focuses on the first systems that must operate on the Moon: power, communications, navigation, landing services, mobility, construction, logistics, resource prospecting, and surface operations. Panelists will examine how NASA’s Moon Base ambitions can move from mission-by-mission demonstrations toward an architecture that supports crews, science, and commercial users. The discussion will explore sequencing: which capabilities are foundational, which can be deployed commercially, and which require government leadership or an anchor commitment. It will also address interoperability, environmental constraints, maintenance, redundancy, and the economics of infrastructure that must exist before demand develops. Bringing together agency, operator, technology, and investment perspectives, the session will identify the partnerships and procurement models needed to turn lunar assets into a scalable utility layer—and ensure that Phase One creates a functioning lunar ecosystem rather than a collection of isolated projects.
