Restoring Combat Power: From Factory Floor to Orbit
This panel will examine reconstitution as an end-to-end operational process – from industrial capacity and spacecraft availability through payload integration, transportation, range operation, launch, commissioning, and return to operational service.
Rather than asking whether individual elements of this enterprise can operate quickly, the discussion will test whether they can function together under the pressures of conflict. Panelists will examine the command relationships, infrastructure, authorities, industrial capacity, pre-positioning, and operational planning required to move from a lost capability to a restored combat effect.
Recent responsive-space exercises and demonstrations have shown that portions of this chain can move at dramatically faster speeds than traditional space acquisition and launch timelines. The next challenge is determining whether those timelines can be achieved across the entire regeneration enterprise – and under conditions in which facilities, supply chains, communications, or launch infrastructure may themselves be disrupted.
The objective is to identify the critical dependencies and bottlenecks that determine how quickly combat power can actually be restored after loss.
