Diane Howard

Dr. Diane Howard has devoted her space career to public service – in academia and through policy development at both the U.S. federal and international levels. She most recently served as Director of Commercial Space Policy at the National Space Council (NSpC) in the Executive Office of the President, advising and assisting on the development and implementation of space policy and strategy. Previously, Dr. Howard served as Chief Counsel for Space Commerce in the U.S. Department of Commerce, Office of the General Counsel. She served on both the U.S. and Canadian delegations for the UN COPUOS Long Term Sustainability 1.0 work from 2011 – 2019.

Currently, Diane is consulting and teaching. An experienced attorney in the space sector skilled in space law, legal writing, international relations, she has spearheaded interdisciplinary programs and courses incorporating space law, policy, and technology at Embry-Riddle Aeronautical University, UT Austin’s School of Law and Strauss Center for International and Security Studies, and McGill University’s Institute of Air & Space Law. Diane sits on select boards and consults with clients as needed.

Dr. Howard is a proud member of the International Institute of Space Law, the International Academy of Astronautics, the International Association for the Advancement of Space Safety, Florida Lawyers Network Global, Mensa, and the Explorers Club. She walks the Camino in Europe whenever her schedule permits.
